
Permits Within Regulatory Floodplains, Erosion Hazard Areas and Riparian Habitat
Permitting of development within regulatory floodplains, erosion hazard areas, and/or regulated riparian habitat is conducted by the Floodplain Management Division (FPM) and the Planning and Development Division (PDD), depending on the nature of the development. In general, FPM processes permits for private, single-lot development, whereas PDD processes permits for commercial development and multi-lot subdivisions. Both FPM and PDD may coordinate permitting with the Infrastructure Management Division when development impacts existing or proposed public flood control infrastructure.
Floodplain Management Division:
The Floodplain Management Division processes permits for single-lot development for such activities as: site-built structures, manufactured homes, certain sheds or other accessory structures, walls, fences, septic systems, grading, and any other activity that impacts a regulatory floodpain or regulated riparian habitat. Most development activites requiring a Floodplain Use Permit (FPUP also require a Development Services Department (DSD) Activity Permit. In such cases, the District recommends that the DSD Activity Permit be started before applying for an FPUP. If an activity requires a DSD Activity Permit, the District cannot issue an FPUP without a minimum of approval from Zoning. A Permit Guide has been created to assist customers in providing the District with all of the information necessary to properly process a permit.
Planning and Development Division:
The Planning and Development Division processes permits for multi-lot development and commercial development during it's review of development plans and subdivison plats when development impacts a regulatory floodpain or regulated riparian habitat. In most cases, PDD recieves plans for review through the Development Services Department subdivision coordinator. PDD has created guidance documents to assist the public in providing the District with all of the information necessary to facilitate the review of these plans.
